CONSUL is a free software platform that allows institutions and organisations to carry out direct citizen participation processes. It features: citizen proposals, consultations, votes, participatory budgets, and collaborative legislation. The platform is highly customisable, allowing communities and institutions to adapt it to suit their specific needs. All functionalities can be turned on or off; the home page and other information pages can be personalised without programming; and the look and feel of the website can be adapted to suit the corporate image of the institution. Furthermore, CONSUL is available in over 40 languages.
